The HCPD has steadily promoted this officer since 05 from PFC to SGT, yet this individual intentionally jailed at least one innocent person fairly early in his career to “get a number”, and has continued to assist in the practice of piling on charges to obtain convictions under duress. SGT, we are working to ensure that you face a Federal review.
