IS UNABLE TO GET OUT OF THE CRUISER DUE TO BEING OVERWIEGHT AND WILL AVOID DOING HIS JOB BECAUSE HE MIGHT ACTUALLY HAVE TIO DO PAPERWORK BUT DUT TO HIS LONG TIME IN THIS DEPT WAS PROMOTED TO CHIEF GUESS THE TOWN IS NOT CONCERNED ABOUT THE LIABILITY HE PRESENTS BY NEVER DOING THE JOB HE SWORE TO DO!!
