PHOENIX – A convicted California sex offender has been arrested in Phoenix for failing to register his Facebook and email accounts as required by authorities. The man was known as “Mr. RTK,” which stands for “rape, torture, and kill.”
According to court documents, the 61-year-old man was arrested Wednesday after he allegedly used social media to contact the mother of a 7-year-old boy he allegedly victimized. Officers found him in an apartment near 19th Avenue and Hatcher Road.
